Unlike a membrane, neoprene holds warmth by itself, because a thin layer of warmed water stays between your body and the cold water. That is why it suits cold water better.

No. Neoprene does not breathe, so moisture builds up inside during active movement. In exchange you get warmth that membrane waders do not provide.

What do the water resistance and breathability numbers mean?
Millimetres show the water column the fabric holds without letting water through: 10,000 mm is considered a good level for rain, while 20,000 mm already withstands long rain and pressure, for example when you sit on a wet surface. Grams per square metre per day show how much moisture the fabric releases from the inside. The higher the number, the less you sweat.
